The below tutorial shows you how to lipsync. You don't have to use the actionscript code section.

When lipsyncing it's important to understand the basic sounds of the language and the different mouth movements of each before creating them.
You will want to study up on the phonemes before creating your lip movements.

Phoneme : any of the abstract units of the phonetic system of a language that correspond to a set of similar speech sounds
which are perceived to be a single distinctive sound in the language
